the only thing that can stick on a Holley accelerator pump circuit are the check balls. if it moves freely and doesnt squirt, its the inlet check ball at the bottom of the bowl. if it moves, however gets stiff, its the outlet check needle in the squirter in the venturies.

This is the port directly under the gov diaphram on the carb. Yup, I think it is too, now that you mention it. Pull the fuel line off at the carb and see if it flows good into a coffee can when the starter is operated. If not, the it is probably blocked filter, bad pump, or blockage in the tank. It it flows good, then open the top of the carb and check/set the float properly.

Can you push the pump arm (front drivers side) down and have it spray? If the pump will not move, replace it. The check valve is in the accelerator pump nozzle.

On my 2000 Moomba I have the Vortec 350 with the stock Holley Carb (4150 style), Holley P/N 75021-1. I had a minor leak from the accelerator pump and thought it would be a good idea to get it rebuilt, rather than just replace the accelerator pump (see earlier discussions). Boy, was I mistaken. I brought the carb to a well known local rebuilder.
Remove the accelerator pump diaphragm (this is the large gasket under the metering block) and return spring. The diaphragms are often very hard and stick to the main body so you will need some patience to get it out. Once it is removed, place it in your discard pile. Clean up any stuck material with the razor blades or gasket scraper.

Attach a new inline fuel filter to the line. Attach the line back to the gas tank and the carburetor. Also use a screwdriver to pry the fuel pump bulb off of the fuel pump. Clean out the mesh filter there with the screwdriver (or by hand) and then replace the pump's bulb by snapping it back into place.
